This addon will fix a'bug' with locked action bars (by request of a user on the European Interface forums).

Before: If you shift-click a spell or action, you will pick up it no matter if you have locked the bars or not.

After: Clicking a spell or action will ignore the shift key state and cast/use it.

No setup required; extract and activate the addon as any other.

Compatibility: It's made for and tested with the original action bars. Additionally, it supports: CT_BarMod.

Note: It's made for use with the original action bars. It should silenty fail (and do nothing) with any other bar addon, but this has *not* been tested. Please report bugs if you encounter any. I cannot test action bars I don't use myself (because I'm lazy).
