If you ever played Starcraft or Warcraft III, then you will know this abbreviation. APM means"actions per minute", many Starcraft players say:"apm = skill". This is not true for WoW of course...but i guess there are people who will like this addon ;)
This AddOn trys to calculate your apm and displays it in a small moveable frame, but it's not very accurate. It can't detect actions like movement and some actions are sometimes counted twice. Slash commands are /wowapm show|hide or on|off and /wowapm debug on|off, should be self-explanatory.

This AddOn will work with other clients than the english one but it will count some actions twice, but this shouldn't be more than 3-5 apm.
