Notices are stored permanent on the harddisk along with game options whenever you log off or via the corresponding button. So reloading the user interface is enforced, what results in storing the game options and your notices. You can copy, cut and paste text from and to the clipboard just like in the ingame mailwindow. To open/close Jotter you can either use the slash commands or configure a key binding in the options menu.

This toggles the jotter.
